Electronic Imaging Competition: Clearing Up Some Confusion

Every year at the International Print Competition, there are entries in the Electronic Imaging (EI) competition section that cause the jurors to scratch their heads in confusion.     To find rules, entry forms, and information about the Electronic Imaging Regional PPA Affiliated Competition, go to: http://www.4seppa.com. Article was nice however when you go to this spot it seems to be a deadend no information or link on how to enter this competition

    So should all images that have been significantly manipulated in Painter be entered in EI? Or does the maker get to choose whether to enter it here or in Photographic Open?
