Trying to make heads or tails of Districts

I downloaded the rules, but they already have scores listed for 2013 but they also have a schedule for judging the 2013 competition in January, can someone explain this stuff to me?

They have results posted for the Southwest judging for 2013.
Southwest has for many years held their judging in the fall (September time frame) for the following year's IPC. So the Southwest judging for 2013 has already been held.
But - next year - the Southwest district will be moving their competition to the spring for 2014, so next year in 2013, Southwest will not have a judging in September but will instead move it to the beginning of 2014 placing all of the district judgings in the spring before the IPC in the summer.
