I have a question regarding low key... Can a dark brown background be considered low key or does it have to be black?

Any color can be low key. OK, maybe not yellow, pink or other colors that only are light.

Low key doesn't mean black, nor does high key mean white, although those are the most extreme and obvious manifestations. Key simply means where the predominant tones in the image may be found. Low key simply means that most of the tones are less than middle gray, and high key means they are above.
