Emily, I see you answered your own question but for the benefit of others who might see this thread topic I am gonna answer anyway.
A print that recieves a score of 80 or above at a district competition will recieve a seal on the back. That seal is a guranteed merit if it is entered at national. It HAS to be sent on to national to get the merit and the seal is only good in the same year it was recieved. At national competition there is no score, just either yes or no for the general collection ( one merit) and then yes or no for loan ( two merits).
