With regards to the judging and monitor profiles - Would it be best to submit images which have been saved with an sRGB profile, Adobe RGB 1998 or ProPhoto RGB?

For most of my web display I've been saving in the sRGB space due to most client monitors using that color space but my camera capture is Adobe RGB 1998.

You should save the images with an embedded sRGB profile.

In a similar vein, are you looking for the exif data to be in place? I think it is stripped when you "save for web" in Photoshop. Some of my web-sized images have already gone through the "save for web" process, so the data is stripped - is it okay to use those, or should I make a new web-size version with the exif data intact?

Try keeping the data intact if you can. I can't remember if converting to web from PS destroys that since I've been manually resizing my images for web.
