help uploading

I am trying to upload a picture for help, and I can't get it small enough. The page says 48 kb file. When I save the file, it says it is smaller than that, but when I try the upload, it says its 68 or so. If I make it any smaller, it will only be a dot on the page! It is a jpg file. Any help so I can post some pictures for help? thanks, (my first time)

Size to 400 pixels on the long side, use save for web and reduce the quality enough to make the file size lower than 48kB.
