Difference between Photo Comp. Prints and EI Prints?

This may seem like a silly question, but after looking thru the 2007 Loan collection book, I'm a little confused. How do you determine if you should submit under the Photo Open category or the EI Category? I've seen some of the ones under Photo that you can definitely tell have been electronically altered, and not just a filter or two. Like when you change it to a painting and such. Are there specific specs for the EI category that have to be met to enter there, or is it really just a preference to where you want to submit? Just curious.

The main difference is that the judges in EI must judge on the merits of the actual work that was done to the image. That is why EI's have before and after images on them. The original image is not necessarily created by the person who submitted the image. For example, Leslie Artis-Gan, M.Photog, Cr. CPP ( my wife), is going to enter some of my portraits into EI (I'm a little scared because people will see how much work my images need :D).
